Capt. Paul Horn
Captain Paul Horn has been in law enforcement since 1979 and has served at the Randall County Sheriff's Office since 1985. He worked patrol for several years before being promoted to field Sergeant in 1990. Sgt. Horn then spent four years assigned to the Special Crimes Unit as a homicide investigator. Captain Horn then worked in CID as a crimes against persons investigator before being promoted to Lieutenant over CID, CSI, and the NET. In late 2010, he was promoted to Captain and assigned as the administrator over the Jail Division.
Lt. Joe Morris
Lt. Joe Morris started in law enforcement in July 1982 and has been with the Randall Sheriff Office since 2003. In his career, Lt Morris has worked as a tactical team leader, an undercover narcotics agent and has much experience working and supervising many other areas of law enforcement. He is a graduate of the Leadership Command College at Sam Houston State University and is now president of the Alumni Association. He also holds Master Peace Officer and Master Jailer certifications. At Randall County, Lt. Morris served in the patrol division and was promoted to Jail Lieutenant in January of 2007 where oversees the operations section of the Randall County Jail.
Lt. Matt Stockstill
Lt. Matt Stockstill has been in law enforcement since 1994 and has worked primarily in corrections with the Randall County Sheriff’s Office since 1998. Lt. Stockstill has steadily promoted to the position of Corporal, Sergeant and in 2013, he was promoted to Lieutenant. Lt. Stockstill oversees jail support services which includes booking/intake, transportation, court security, arraignments, jail kitchen and laundry services and building maintenance personnel. Lt. Stockstill has also served as a volunteer firefighter with the Canyon Fire Department since 1997.
